Competence Matters More than Knowledge

In the emerging global knowledge economy, the role and influence of human resources and his/her competence in realising and delivering organisational and societal objectives is paramount. Alas this critical facet underpinning success has traditionally been viewed mechanically as the accumulation of training, educational credentials and project/practical experience overlooking a portfolio of qualities and capabilities beyond mere knowledge that constitutes true competence. This paper develops a general framework for understanding, assessment and management of competence as a universal systems approach which can be customised and applied in a given context and domain from engineering to service sector.
It then illustrates a case study demonstrating how to pragmatically assist engineers and managers to confirm their competence, knowledge and understanding against occupational standards without placing undue pressure on their time. It proposes a form of continuous assessment over a 3-6 month period using electronic evidence provided by the candidate in response to a set of focussed emailed questions to build up a paperless portfolio. It also briefly looks at how the process can be extended to maintain and update competence and possible future steps to quantify the assessed competence based on weighted performance measures.
